On February 21, 2026, the CRA announced the revocation of two charities: Canadian Zionist Cultural Association and Canada Charity Partners.
Both of these organizations clearly violated CRA policy, not to mention domestic and international law. We requested the revocation documents from CRA and will provide more detail as more information is available. In the meantime, here is what we know about each of these organizations from our previous investigations.
Canadian Zionist Cultural Association
Requests to the CRA to investigate the Canadian Zionist Cultural Association (CZCA) were first made in 2021. However an Access to Information Request showed that CRA was aware of CZCA’s operation in support of occupation as early as around 2010.
The complaint alleged that CZCA was funding the Association for the Soldiers of Israel (AIS), a coalition of the LIBI Fund (YAHAD United for Israel’s Soldiers) and AWIS (Association for the Welfare of Israeli Soldiers). Between 2017 and 2023, CZCA sent at least $5,768,554 to these organizations, which includes a $1.2 million donation in 2023 alone. AIS boasts that 100% of donations go directly to Israeli soldiers — “combat soldiers, lone soldiers, and soldiers from special populations.”
AIS’ “donation recruitment efforts” are funded by the Israeli Ministry of Defense. “This allows us to ensure and commit 100% of your donation to our soldiers based on pre-set targets and the IDF’s priorities.” Notably, our data from 2013 to 2023 shows that 100% of CZCA’s charitable expenditures were for programming in Israel. This included support for the IDF’s Duvdevan.
It is not surprising (though long overdue) that CZCA lost its charitable status – as support for a foreign military is explicitly prohibited under CRA policy.
Between 2000 and 2025, the top Canadian charitable donors to CZCA were The Joseph Lebovic Charitable Foundation, Greenlight Foundation Inc, and Jewish Foundation Of Greater Toronto.

Canada Charity Partners
Canada Charity Partners (CCP) was registered in 2015 to help “Canadians engage their philanthropy globally.” CCP funds a number of illegal settlement organizations including Jewish Community Hebron, Ateret Cohanim, Geula Titnu Larets, and the Temple Institute.
CCP also acts as a conduit for donations to any charity listed on the Israel Gives platform. In June 2025, Special Rapporteur Francesca Albanese noted Israel Gives in her report. Just Peace Advocates made submissions to Albanese in both June and November 2024 regarding both CCP and Israel Gives.
CCP, and a similar organization, the Foundation for Public Policy Development fund the NGO Monitor. CCP also funded Honest Reporting Israel and lawfare organizations.
CCP has also funded organizations that support the Israeli military / soldiers like the Lone Soldier Centre In Memory Of Michael Levin and Brothers And Sisters In Arms – For The Democracy.
Between 2016 and 2024, the top Canadian charitable donors to CCP were The Gerald Schwartz & Heather Reisman Foundation, The Friedberg Charitable Foundation, Giftpact Foundation Inc (donor advised fund platform), and the Nathan And Lily Silver Family Foundation.
