On February 21, 2026, the CRA announced the revocation of two charities: Canadian Zionist Cultural Association (CZCA) and Canada Charity Partners (CCP). The revocation documents provide clear and damning evidence backing the CRA’s decisions. The reasons for both CZCA and CCP’s revocations included:
- Increasing the efficiency and effectiveness of a foreign armed forces
- Acting as a conduit for non-qualified donees
- Failure to devote its resources to its own charitable activities
Canadian Zionist Cultural Association
- The CRA noted that CZCA “has a significant relationship with the Association for the Soldiers of Israel – Canada (ASI-Canada)…a non-qualified donee.” According to ASI-Canada, it is the “only non-profit organization in Canada authorized by the IDF…to support Israeli’s soldiers on active duty.” One of CZCA’s events that was reviewed in the audit was titled “A Virtual Celebration with the IDF and Mossad.” The CRA found that CZCA’s main purpose was to transfer funds to non-qualified donees that “directly support the IDF.” This includes the The LIBI Fund AWIS (Yahad), The Association for the Nurturing and Education of the Duvdevan Unit Heritage, and Friends of the Israel Defense Forces.
Canada Charity Partners
- The CRA explicitly named CCP’s connection to and facilitation of donations through IsraelGives (which was named in SR Albanese’s July 2025 report). They outline how any group or individual can create a campaign on the site that will be tax deductible in 19 countries, including Canada through CCP. IsraelGives website stated “its been very hard for Israeli organizations to fundraise in Canada. However, Canada Charity Partners, a Canadian charity based in Montreal, has developed a way to allow you to give Canadian tax-receipts to your donors and get donated funds towards your projects.”
- In addition to an agreement with the Lone Soldier Center in Memory of Michael Levin, the CRA identified 9 other active projects on IsraelGives that are presented as tax-deductible through CCP in Canada, and support the Israeli military
Scholarships for Israeli military soldiers / veterans
The CRA’s audit showed that CZCA was gifting its resources to non-qualified donees without maintaining direction and control over the funds. Multiple of these recipients offered scholarships to Israeli military personal. For instance, Uniform to University (U2U) Scholarships, Duvdevan Scholarships, and IMPACT Scholarships. Not only were these funds gifted without maintaining direction and control, the CRA also found they supported a foreign armed forces.

These are not the only charities carrying on similar activities
These two revocations, along with the past revocation of Jewish National Fund of Canada and the Ne’eman Foundation, provide clear evidence and precedent. They demonstrate how support for a foreign armed forces, acting as a conduit for non-qualified donees, and failing to use resources for its own charitable purposes violates CRA policy and the Income Tax Act. There are dozens of other charities that must be investigated for similar activities. While not an exhaustive list, here are some of the Canadian charities that need urgent attention:
Mizrachi Canada
Mizrachi Canada, a Canadian registered charity, funds Israeli war crimes. Just Peace Advocates and Dr. Miles Howe have documented their support for illegal settlements, military support, and the blocking humanitarian aid. For example, Mizrachi gifted money to the Duvdevan Foundation, an act the CRA explicitly named as supporting a foreign armed forces in the CZCA revocation. Additionally, Mizrachi gifts funds to non-qualified donees through jgive.com (established by the Asor Fund). This mirrors the use of IsraelGives by CCP, which led to the lattes revocation.
HESEG Foundation for Lone Soldiers
The HESEG Foundation / HESEG Israel assists non-Israelis in joining the Israeli military by providing scholarships for lone soldiers. The HESEG board has included a handful of top former Israeli military officials. This includes Chief Commander of the Israeli military in Gaza and the West Bank, Yitzhak Eitan, Head of Mossad, Shabtai Shavi, and Commander of the IDF’s Southern Command, Doron Almog. The CRA was extremely clear in its revocation of CCP and CZCA that support for ‘lone soldiers’ in the Israeli military is support for a foreign armed forces. If Ne’eman Foundation’s revocation left any question, these two revocations seal the deal.
Additional charities to investigate as potential conduits for non-qualified donees
- Moral Arc Foundation: Formerly the Jewish Heritage Foundation of Canada (JHFC), Moral Arc is a burner charity. In 2023, Moral Arc (then JHFC) gifted funds to 422 recipients in Israel. In 2024, this increased to 505 recipients. The CRA must investigate to confirm whether Moral Arc maintained control and direction over these funds, as it seems unlikely to be the case.

Further, any charities supporting the non-qualified donees and/or organizations supporting the Israeli military listed in CCP or CZCA’s audit must be investigated and sanctioned. This includes support for organizations like HonestReporting and NGO Monitor, referenced in CCP’s audit. For instance, the Foundation for Public Policy Development (FPPD) which fund NGO Monitor in Israel.
