The United Israel Appeal of Canada, Ltd. (UIAC) is a Canadian registered charity that states its purpose is to ““conduct social welfare programs in Canada and Israel.” These programs include “resettlement of new immigrants, student scholarships, community rehabilitation projects…” What the UIAC does not explicitly state, is just how much of their funds go to Israel, nor the details of these so called “resettlement” and “community” programs.
 
In 2024, 96% of UIAC’s charitable program expenses went to Israel.1
 
The UIAC sends funds to:
- Israeli municipalities, despite CRA confirmation that governments outside of Canada are not qualified charities.
 
- Entities in illegal settlements.
 
- Jewish Agency for Israel (JAFI) which focused on immigration and creating a Jewish majority state. These funds can be attributed as going to occupied Palestinian territory.
 
- Recipients that support the Israeli military, in violation of CRA policy.
 
 
But this makes sense when we understand that the UIAC is deeply interconnected with the State of Israel, through multiple quasi-governmental Israeli organizations. This includes Keren Hayesod, the Jewish Agency for Israel, and the World Zionist Organization. These organizations are not just connected to the Israeli government; they were and are integral building blocks in the creation and sustaining power of the State of Israel.
 
Together, the WZO, JAFI, Keren Hayesod, and the Jewish National Fund (KKL-JNF) “comprise the four pillar national institutions of the State of Israel, all of which enjoy a special protected legal status.” This is especially notable as a new sanctions package was submitted to the Canadian government, targeting the WZO and its “Settlement Division.” UIAC is directly implicated in this pipeline, as it sends funds for these exact (illegal) purposes.
 
Between 1991 and 2024, UIAC received $1,702,478,227 (over $1.7 billion) from individual donors and other charitable organizations. 86% of all donations to UIAC are from other charities. Over the years, almost 70 percent of UIAC funding came from the United Jewish Appeal of Greater Toronto (about 51 percent) and the Montreal Federation CJA (about 16 percent). Funds from other Jewish appeals and foundations also support UIAC. One of the family foundations that fund UIAC is the Friedberg Charitable Foundation, with nearly 11 percent of all UIAC donations since 2013, and who was the major supporter of the recently revoked Ne’eman Canada.

The CRA has been made aware of UIAC’s activities through two separate complaints in 2024. It is past time they take action and refuse to allow tax-subsidized dollars to fund occupation, apartheid, and genocide.
 
Demand the CRA:
1. Perform a comprehensive investigation into UIAC, including the a) missing $242 million between 2003 and 2024, b) gifts to entities supporting war crimes and genocide in Palestine, and c) two-way relationships whereby UIAC is both giving to and receiving funds from the same organization.
2. Based off the information found, revoke UIAC’s charitable status.
3. Investigate and initiate revocation proceedings for other charities who have provided UIAC funds, and should have known those funds were being sent to fund international crimes.
