HOOPP invests $5.4 billion USD in companies complicit in Israel’s occupation and war crimes

The Healthcare of Ontario Pension Plan (HOOPP) has investments in at least 38 companies that are contributing to and/or benefiting from Israel’s illegal occupation and genocide of Palestinians in Gaza and the West Bank. According to HOOPP’s most recent SEC filing, in 2025 these investments total $5,424,797,951 USD. 

Israel has substantially damaged or completely destroyed the majority of healthcare facilities in Gaza. Those that are still at least partially functional face a constant influx of critically ill and injured patients, and a complete blockade of medications and essential supplies since March 2025. Israel has killed at least 1500 healthcare workers in Gaza since October 2023, many in targeted attacks on their hospitals, clinics, ambulances, and homes. 

Take action to demand an end to HOOPP’s investments in weapons manufacturers and other companies complicit in Israel’s illegal occupation, genocide, and systematic destruction of the entire healthcare system in Gaza.

Subject: Call for Ethical Investment Practices that Follow International Law

As a contributing member of the Healthcare of Ontario Pension Plan (HOOPP), I am deeply disappointed by HOOPP’s continued investments in companies complicit in violations of human rights and international law. 

As healthcare workers—nurses, social workers, physicians, and other providers—we are bound by moral and professional obligations to respect human dignity, promote social justice, advocate for clients’ health needs and broader health determinants, oppose exploitation while promoting global health, and practice with integrity and accountability. Our organizations compel us to commit to justice, improve community well-being, and understand colonization’s effects on Indigenous Peoples. Yet our pension fund’s investments directly undermine these fundamental principles 

In February of 2024, Just Peace Advocates (JPA) sent you a letter raising serious concerns regarding HOOPP investments related to Israeli actions in the occupied Palestinian territory (oPt) and the occupied Syrian Golan. This letter was not acknowledged, and HOOPP investments in complicit companies continue to this day

This continues during an ongoing genocide against Palestinians, as documented by well-respected international organizations, including the UN and Amnesty International. While Israel has officially killed more than 55,000 people and injured over 129,000 at the time of this letter, the true numbers are likely much higher. One Israeli professor recently used IOF military data to reveal 377,000 Palestinians unaccounted for. 

Currently, only about a third of health facilities in Gaza remain partially functional. Our colleagues in Palestine and Lebanon have been targeted; over 1400 of them have been killed since October 2023. They have been working in unimaginable conditions, all while risking arrest, detention, torture and death. The events are a continuation of apartheid policies that have been systematically enacted against Palestinians over the past 75 years.

I was shocked to learn that HOOPP is invested in companies actively participating in and/or profiting from Israel’s genocide, apartheid, and occupation. According to HOOPP’s most recent SEC filings, in 2025 these investments total $5,424,797,951. These companies include General Electric, General Motors, Lockheed Martin and RTX, as well as Valero Energy (which supplies fuel to the Israeli Air Force), Google/Alphabet (whose technology is used, among other things, to support mass surveillance of Palestinians) and AI giant Palantir, a staunch and vocal supporter of the Israeli government. Palantir supplies the Israeli army with technology that enables it to create AI-driven “kill lists,” which at certain times have included over 37,000 civilians. Palantir has also been involved in the US invasions of Iraq and Afghanistan, and has partnered with US Immigration and Customs Enforcement (ICE) in their efforts to ramp up the deportation machine

The July 2024 ICJ advisory opinion compels countries to “abstain from entering into economic or trade dealings with Israel concerning the Occupied Palestinian Territory or parts thereof which may entrench its unlawful presence in the territory”. Third States, such as Canada, are required to “take all reasonable measures to prevent the activities, such as revoking a corporation’s articles of incorporation” if corporations are engaging in activities that maintain the illegal occupation. As noted in UN Special Rapporteur Francesca Albanese’s newly released report, corporate entities can be held legally responsible for their involvement in Israel’s illegal occupation, apartheid, and genocide. This includes pension management companies, such as the CDPQ (Caisse de dépôt et de placement du Québec) which Albanese explicitly named in the report.

I hope to live my retirement in comfort and dignity, but I cannot accept achieving this at the cost of Palestinian lives.

Therefore, my demands are as follows : 

  1. Disclose HOOPP’s full portfolio of investments and cut ties with weapons manufacturers and military contractors across the world  
  2. Ensure no current or future HOOPP funds are invested in public or private entities that may be involved in supporting the financing, arming or equipping of Israeli government, settlements and/or military institutions, including the companies identified above
  3. Disclose and commit to ending HOOPP investments in companies supporting and/or benefitting from war crimes and genocide.

Subject: Demand for Ethical Investment Practices by HOOPP

As members of the public, we urge you to call upon the Healthcare of Ontario Pension Plan (HOOPP) to act in alignment with its professed commitment to sustainability and the health of the societies it invests in. It is unacceptable for a pension fund representing healthcare professionals—individuals who dedicate their lives to the well-being and dignity of others—to invest in companies complicit in human rights abuses and violations of international law.

We send this letter almost 2 devastating years into Israel’s genocidal campaign against Palestinians in Gaza. While Israel has officially killed more than 55,000 people and injured over 129,000 at the time of this letter, the true numbers are likely much higher. One Israeli professor recently used IOF military data to reveal 377,000 Palestinians unaccounted for). This includes over 15,000 children and over 1400 health care workers. The blockade on Gaza has manufactured a humanitarian crisis of catastrophic proportions. Furthermore, the events of the past years in Gaza have not occurred in isolation. They are a continuation of apartheid policies that have been systematically enacted against Palestinians over the past 75 years.

HOOPP claims to “integrate environmental, social and governance (ESG) factors in their investment strategy and analysis”. In this vein, HOOPP has taken a “Tobacco-Free Finance Pledge” by which they exclude all investments in tobacco, deeming them inherently harmful to human health. We would argue strongly that the same applies to weapons manufacturers and the companies listed above. 

It is time for HOOPP to ensure that the retirement security of healthcare professionals is not achieved at the expense of human rights and global justice. HOOPP must take decisive action to align its investment practices with its values.

The time to act is now. 

I join HOOPP members in their demand that HOOPP:

  1. Disclose HOOPP’s full portfolio of investments and cut ties with weapons manufacturers and military contractors all across the world  
  2. Ensure no current or future HOOPP funds are invested in public or private entities that may be involved in supporting the financing, arming or equipping of Israeli government, settlements and/or military institutions, including the companies identified above
