Revoking Zionism Cloaked as Charity: Ne’eman Foundation

Ne’eman Foundation Canada

The Background

Charitable purpose: Poverty relief and promotion of the Jewish faith in Israel.

Registration / audit: Originally registered in 2011, an initial audit occurred in 2021.

Result: Revocation based on CRA’s investigation.

The Findings

The CRA found Ne’eman Foundation Canada failed to properly report and control charitable funds, with some funds going to non-charitable causes, including the Israeli military and Palestinian dispossession.

  • The CRA found Ne’eman Canada to be in breach of the Income Tax Act, by failing to properly control and disclose charitable funds.
  • Ne’eman Canada sent funds to hundreds of Israeli intermediaries, which the CRA found to include non-charitable organizations.
  • Some of these intermediaries were complicit in Israeli war criminality, by supporting the Israeli military and the dispossession of Palestinians through illegal settlement.
  • The CRA also found that Chaim Katz, founder, president, and treasurer of the Foundation, personally benefitted from funds intended for charitable purposes.

Conclusions

  • Ne’eman Foundation Canada’s charitable status was revoked in 2024, with no legal challenges.
  • The Foundation was shown to have had a close financial relationship with the Jewish National Fund (JNF) of Canada, also revoked as a charitable entity.
