On 22 April 2026, Palestinian and Jewish Unity, Ontario Palestinian Rights Association, Canadian Foreign Policy Institute, Just Peace Advocates, and other key individuals submitted a complaint to the Canada Revenue Agency (CRA) outlining a group of charities promoting the Israeli military and potentially aiding and abetting illegal military recruiting.

The complaint highlights 11 charities, all of which are schools / associated with schools, that promote the Israeli military to their school students. This type of activity is plainly in contravention of the CRA’s rules for registered charities that states plainly, “increasing the effectiveness and efficiency of Canada’s armed forces is charitable, but supporting the armed forces of another country is not.” Further, the Foreign Enlistment Act clearly states that recruiting or inducing any person or body of persons to enlist or accept any commission in a foreign military is illegal. Associated Hebrew Schools of Toronto (AHS)

A private Jewish day school in Toronto. AHS participates in UJA Federation’s STEM school twinning with Israeli schools, enabling peer-to-peer relationships, joint projects like bridge-building competitions, and visits from Israeli delegations. The Maple, in it’s “GTA to IDF” database outlines Israeli military mentions since 7 October 2023. These included

  • “The Fall 2023 issue of the school’s magazine contains a page with a photo of an Israeli soldier and others, with a caption stating: “We are so proud of our AHS alumni who are supporting Israel’s war effort through serving in the IDF, working as emergency physicians, and other acts of volunteerism.”
  • “In December 2023, the school’s Instagram page posted photos of Israeli soldiers holding letters sent to them by the schools’ students…”
  • “The Fall 2024 issue of the school’s magazine stated that in October 2024, they brought in an Israeli soldier to speak to students.”
  • “The Spring 2025 issue of the school’s magazine mentioned the IDF in multiple places…The magazine featured a photo of an alumnus in the “achievements” section of the issue in Israeli uniform, writing, “Edan (Edan Cohen)’12 from his Officers Course. Edan is currently serving in Israel’s Air Force, IDF, as an engineer. He graduated this year as an Officer and was awarded the ‘best soldier’ award from his graduating class.”

The Bnei Akiva Schools of Toronto (BAS Toronto)

Comprises two modern Orthodox, Zionist high schools affiliated with the Bnei Akiva religious‑Zionist movement: Yeshivat Or Chaim (boys’ high school) and Ulpanat Orot (girls’ high school). Both Bnei Akiva Schools of Toronto have hosted active‑duty Israeli soldiers and organized fundraising in support of the Israeli military and related causes. These visits are framed as part of the schools’ Religious‑Zionist culture and as a way to encourage students to consider post‑high‑school Israeli programs and military service options. Some of the schools’ teachers publicly list prior Israeli military service in their biographies. The Maple, in it’s “GTA to IDF” database outlines Israeli military mentions since 7 October 2023.   • “In the Fall 2023 issue of the BAS Review, one of the school’s magazines, the head of the school states: “we proudly attest that […] over 220 of our graduates have served in the IDF and Sherut Leumi [national service].”
  • “In February 2024, the school’s Instagram page for alumni posted a photo of six students with the following caption: “We are so proud of a group of six of our YOC Class of 2022 grads […] who have just started the process of drafting into the IDF.” The post has since been deleted.”
  • “The November 2024 issue of the school’s magazine for faculty contains an article from the head of the school, who is also a rabbi, where he discusses going to Israel. He writes: “I visited many of our graduates who have either been discharged from the IDF, are currently serving, or are getting ready to draft. Some of them are deeply affected…”
  • “As of Oct. 29, 2025, the school’s “faculty and staff” page contained multiple members who state that they previously served in the Israeli military…”

The Toronto Heschel School

A Jewish day school in Toronto serving JK to Grade 8. The school stands firmly in support of Israel, and its curriculum emphasizes Jewish unity and Zionism. Netivot HaTorah Day School

An Orthodox Jewish elementary school in Thornhill, Ontario, serving students from JK to Grade 8. The school is affiliated with Mercaz, (formerly known as the Board of Jewish Education), the educational pillar of the UJA Federation of Greater Toronto. Netivot HaTorah Day School supports the Israeli military and lone soldiers through fundraising, alumni involvement, and its religious Zionist curriculum. Around 2010, the school’s then-president Dov Rosenblum stated that at least 15 alumni were serving in the Israeli military, reflecting a tradition of graduates enlisting. What they did not say was what the role of Netivot HaTorah Day School was in aiding and abetting illegal recruiting through its focus on the Israeli military and the shichimi program. The school hosts Israeli emissaries and activities fostering Israeli military connections.

TanenbaumCHAT

Toronto’s largest private Jewish high school. It has a long-standing record of promoting engagement with Israel and the Israeli military. They host regular “IDF days” where students show support for the Israeli military and raise funds for organizations supporting Israeli soldiers. As part of TanenbaumCHAT’s “IDF Days”, students wear olive-green IDF T-shirts, matching clothing, and sell baked goods with green icing to raise money for the military. They also celebrate alumni who have served in the Israeli military and invite them to share about their experiences with current students. TanenbaumCHAT offers student trips to Israel, including solidarity missions. For example, in March 2024, a group of students traveled to Israel, visited army bases, and met with Israeli leaders. The Leo Baeck Day School

A Toronto Area Reform Jewish day school serving around 900 students from nursery to Grade 8. The school is affiliated with UJA Federation of Greater Toronto’s Centre for Jewish Education, Union for Reform Judaism, and Progressive Association of Reform Day Schools. The school maintains strong ties to Israel via an “Israel engagement” curriculum that promotes zionist commitment while encouraging critical discussion of contemporary issues, including hosting ShinShinim (young Israeli emissaries) from UJA’s program, partly funded by the Jewish Agency for Israel.  The Canadian Jewish News reported that after returning, an Israeli emissary ““engages with students by way of live video chat from their Israel Defence Forces barracks dressed in their military uniforms.” Students also pay “tribute to Israel’s fallen heroes” and fundraise for Beit Halochem Canada/Aid to Disabled Veterans of Israel, which supports injured IDF soldiers.”

Bialik High School

Has been noted for fostering a strong connection to Israel and the Israeli military through several activities and educational programs. This is one of the schools under investigation by the Ministry of Education in Quebec for hosting Israeli military members. The school’s Facebook page has described “honouring” Israeli soldiers who defend “our homeland” and the school brings in former Israeli soldiers to speak to students, which some critics suggest may be a way to encourage graduates to join the Israeli military. The school participates in pro-Israel rallies and fundraisers, such as raising money for an Israel Relief Fund.

Herzliah High School

Part of the Azrieli Schools Talmud Torah/Herzliah. Formerly known as the United Talmud Torahs of Montreal Inc., the school is still registered as a non-profit that is also a charity, and an educational organization under that name. It underwent a major rebranding and rebuilding process in 2016, thanks to a $15-million gift from the Azrieli Foundation. This is one of the two schools under investigation by the Quebec Ministry of Education for hosting Israeli military. The school has an “Israel Engagement initiative” that focuses on fostering appreciation for Israel, engaging with Israeli society, and advocating for Israel, including teaching students about movements like BDS and preparing them to advocate for Israel in university and beyond.

It’s time for action

According to both domestic and international law, the CRA has the responsibility to ensure Canadian taxpayers are not subsidizing war crimes or assisting the aiding and abetting of recruiting for a foreign military. The CRA is aware of this fact, as they recently revoked the Canadian Zionist Cultural Association, at least in part, due to their support of the Israeli military.

With the report that 1500 Canadians are serving in the Israeli military and given the age of joining the military in most cases is shortly after the end of high school, this is indeed a serious concern. It is even more serious if Canadian taxpayers are subsidizing the illegal recruiting of these individuals through charity tax breaks. This taxpayer contribution is supporting individuals who serve in a military committing war crimes and genocide, making the individuals plausibly guilty of war crimes and crimes against humanity.
