Over the last decade, the CRA has revoked over 30 charities that sent money to Israel in support of occupation and apartheid regime. Welcome to our series highlighting just some of these orgs.

The majority of this information is sourced from Howe & Sylvestre’s 2025 article “Burner Charities and Big Gifters“.

Chasdei Levy Yitzcok

The Background

Charitable purpose: Poverty relief through aid / services to needy people in Israel.

Registration / audit: Originally registered in 2008, an initial audit occurred in 2018.

Result: Revocation based on CRA’s investigation.

The Findings

The CRA found CLY failed to conduct its own charitable activity. They also identified numerous instances when charity representatives cashed cheques written to themselves.

  • CRA couldn’t find any documentation showing interaction between the charity and their Israeli agent; no evidence the agents “performed any work.”
  • CLY issued over 600 cheques for more than $2.7 million.
  • These were made out to foreign residents and cashed at unnamed businesses offering “cheque-cashing services.”
  • Often, no ID was presented when the cheques were cashed.

Conclusions

  • CLY’s charitable status was revoked in 2023, with no legal challenges.
  • However, CLY remains a registered “Association” in Quebec (NEQ 3365573073).
